Job Summary/Basic Functions
This program involves the provision of evidence-based tobacco cessation services to the under- and un-insured residents of Louisiana who receive medical care in the state's public and private hospital systems. In accordance with the evidence (DHH Clinical Practice Guidelines and other reference documents), to be effective, systems approach to tobacco cessation must incorporate system, provider, as well as consumer (i.e. tobacco user) interventions. There must be coordination between the various health institutions and professional partners and implementation of the evaluation plan. Formal agreements must be established with public and private hospital administrators. Mechanisms to identify, track, monitor and follow program participants must be developed and refined within facilities and across the state. Health care providers must be trained to address/treat tobacco use and dependence. Patients who use tobacco must be identified, educated, referred, assisted, monitored, and motivated to utilize effective treatment modalities. The quality, completeness, timeliness, and impact of these interventions must be insured through data collection, summation, and reporting. The incumbent, under the direction of the Program Manager, will coordinate the day-to-day operations of the Tobacco Control Initiative (TCI) program within assigned public and private hospitals which are within region 2 and 9 (Baton Rouge, Bogalusa, and Independence, LA areas). The incumbent will coordinate the integration of cessation policies and treatment practices in health systems and clinics through 1) training and technical assistance with administrators and providers; 2) changes to clinical assessment and treatment processes; 3) engaging smokers to determine cessation service interest and eligibility, provide general cessation treatment information, and enroll participants in cessation services; 4) provision of individual and/or group behavioral tobacco cessation counseling to persons interested in quitting tobacco use; and 5) referral of tobacco users to available community cessation services.
Minimum Qualifications
Required Education: Bachelor's
Required Field of Study: Behavioral sciences, social work, public health, health education, counseling, or related field
Number of years required to perform the job: One to Three years of work experience
Type of experience required to perform the job: experience as a Tobacco Treatment Specialist/Smoking Cessation Counselor, Addiction Counselor, or experience with tobacco outreach programs
Substitution: Master's degree can substitute two years of work experience
